Collect one signed vote per eligible wallet.

Implementation boundary

BSC adaptation

Complete2106-holder frozen eligibility, bounded paged poll preparation, EOA origin/task/chain/snapshot/option/time-bound signed vote, single-vote replay and actual D1 closure are wired to public API/UI and model dispatcher. Remaining: EOA single-vote eligibility is locally verified. EIP1271 contract-wallet voting remains an unsupported BSC wallet adaptation; weighted polls are not a public-reference requirement.
