Full-holder non-transferable point grants stage atomically in D1 and become visible only after whole grant readiness; stable grant IDs reject rebinding and signed poll/current permissions are checked. Actual2106 recipients received local100points once. Remaining: Original award_points scoring/selection formula is private; points have no monetary conversion.
